The filing today of companions bills (HB 4/SB 801) on pre-k quality in the House and Senate brings the focus on quality pre-kindergarten for Texas students to the forefront.
We commend Governor Abbott and the legislative leadership for making pre-k a priority, and Senator Zaffirini and Representative Huberty for bringing forward this important legislation to advance pre-k quality.
While this is a positive first step in the right direction, it does not go far enough. Research shows students achieve the greatest gains when enrolled in a high-quality, full-day pre-k program. Texas must make a commitment to our students by providing full-day formula funding for high-quality pre-k–not grants or incentives that can be zeroed out from year to year.
We look forward to working with legislators to raise quality for all pre-k programs, and to reward those districts willing to make the commitment to high-quality, full-day programs with stable formula funding.
