Texas made an $8.5 billion investment in public schools during the 89th legislative session, but despite passing the Texas House with overwhelming bipartisan support (143-1), HB 4—a major proposal to modernize student assessments and accountability—ultimately did not make it across the finish line. 

“True accountability should reflect the full scope of a school’s impact, not just performance on a single test. STAAR doesn't reflect the full picture of what schools and students achieve. HB 4 was a missed opportunity to listen to parents and create a more meaningful, balanced system," said Dr. Ken Gregorski, katyisd Superintendent.

Did you know the A-F ratings elementary and middle schools currently receive are based entirely based on a single STAAR exam? In the 89th Session, HB 4 proposed using a broader set of metrics, including participation in early childhood programs, extracurricular activities, and career and technical education, offering a more complete picture of school performance.

“A broader accountability system allows districts to showcase a range of strengths, rather than relying on a single data point,” said Christina Martinez, @sanantonioisd Board President. “Multiple measures would provide more meaningful insight for both districts and students, making it easier to track progress and support success.”
