The Texas Legislature could end the STAAR test in the next few days and build a more meaningful accountability system for public schools. The House’s version of HB 4, which passed out of the Texas House with a vote of 143-1, ends the STAAR test and replaces it with an instrument designed to measure growth and deliver fast results. It also creates new Student Engagement and Workforce Development Indicators for elementary and middle school campuses, so that their A-F ratings will no longer be 100% based on standardized test scores.
However, the Senate’s version of HB 4 does not include these provisions. It passed out of the Senate on May 27.
