Bob Popinski

Bob Popinski serves as the dean of policy for Raise Your Hand Texas. An expert on the Texas school finance system, he has provided in-depth bill and policy analysis for the past 12 legislative sessions. Before coming to Raise Your Hand Texas in 2018, he worked closely with hundreds of school districts for 16 years at Moak, Casey & Associates, specializing in school funding issues, Chapter 313 agreements, and legislative analysis. He has also authored detailed studies on Texas’ fast-growth school districts, tax appraisal limits, and the state’s school transportation funding system.

Popinski holds a Master of Public Affairs from the LBJ School of Public Affairs at The University of Texas at Austin and a Bachelor of Arts in Political Science from St. Edward’s University. He was also a member of the Teach for America program and taught fourth grade in Phoenix.
