Kimberlee Ralph serves as the director of legislative affairs for Raise Your Hand Texas. As an educator and policy specialist, she has worked to improve Texas public education for more than a decade. She joins the organization most recently from MoakCasey, where she consulted with leaders in over 200 school districts across the state on litigation, tax rate calculation, and state aid revenue projection.
Ralph served two sessions in the Texas Legislature as an analyst and then chief of staff, lending her practitioner insights to policy and building a track record of navigating complex legislative landscapes. During the interim, she co-authored multiple studies on implementing teacher residency programs in Texas as a research associate at the Learning Policy Institute. Before working in policy, she taught middle school language arts for nine years in Texas and Colorado public schools.
She holds a Master of Education in educational leadership and policy from The University of Texas at Austin and a Bachelor of Science in education from Southwestern University.
