Flowchart illustrating the Legislative Conference Committee Process. The first step, House & Senate Disagreement, describes how chambers each adopt their own version of legislation and they do not agree. This is followed by Appointments, where five members from each chamber make up the 10-person conference committee. The next stage, Conference Committee Reconciliation, involves the committee reconciling legislative differences behind closed doors. The resulting Report Submission sees the final output submitted to the House and Senate. The final step is the House & Senate Vote, where each chamber votes the bill up or down, thereby passing or failing the bill. If it passes both chambers, then it is sent to the Governor for signing. The flowchart uses orange arrow-shaped boxes, each containing an icon representing the stage: a capitol building for disagreement, a calendar for appointments, three people for reconciliation, a document with charts for report submission, and a gavel for the vote.
